Speaker Biographies

Spencer Greene, MD, MS, FACEP, FACMT, FAACT, FAAEM

Spencer Greene, MD, MS, FACEP, FACMT, FAACT, FAAEM is a board-certified emergency physician, medical toxicologist, and addiction medicine specialist. He is a Clinical Professor at the University of Houston Tilman J. Fertitta Family College of Medicine. He is the Medical Director of the Pediatric Emergency Department and the Director of Toxicology at HCA Houston Healthcare – Kingwood, where he oversees one of the busiest snakebite services in the U.S (United States). His research interests include envenomations, salicylate poisoning, antimuscarinic toxicity, anticonvulsant overdoses, and alcohol withdrawal. He has authored more than 60 book chapters and scholarly articles and is the recipient of multiple teaching and clinical awards.

Dr. Greene has directed the Houston Venom Conference since 2013 and serves as the Chair of the American College of Medical Toxicology (ACMT) Toxinology section.

 


Jada Hampton, CPhT


Jada is from the greater New Orleans area. She is a graduate of Alfred Bonnabel High School. She has her national Pharmacy technician certification and the Medication History certification. Jada has been with LCMC for 10 years and Ochsner for 2.5 years. For over the past ten years, Jada has focused on collaborating with pharmacy and nursing to ensure safe medication practices. Her most recent role is Auditor with LCMC and Medication Access Specialist with Ochsner Health. 

 

 

 

 

 


Emily Highstreet, PharmD

Dr. Emily Highstreet, PharmD, earned her Bachelor of Science in Biochemistry from Loyola University New Orleans in 2019. She then pursued her Doctor of Pharmacy at Xavier University of Louisiana College of Pharmacy, where she contributed to the academic enrichment program as a tutor. Following her postgraduate residency at LCMC East Jefferson General Hospital, completed in 2023, she now serves as a Clinical Pharmacy Academic Fellow at Xavier University College of Pharmacy. 

 

 

 


Neil Hunter, PharmD, MBA, BCSCP, 340B ACE 

Dr. Hunter is the System Director – Sterile Drug Compounding for Ochsner Health, encompassing oversight for forty-seven hospitals, and their associated oncology and non-oncology infusion centers. His practice expertise includes sterile compounding and health-system automation.  His focus is to automate processes, in a system setting, which allow for a data driven approach to ensure medications are delivered safely, and in a timely manner.

In the state of Louisiana, Dr. Hunter serves as the Immediate Past President, and Chair of the Membership and Marketing Committee for the Louisiana Society of Health-System Pharmacists. In this setting, he is an advocate for hospital pharmacist and is striving to increase Louisiana Pharmacist participation in LSHP.

 

  


William R. Kirchain, Pharm.D., C.D.C.E.S.

Dr. Kirchain is the Director of the Xavier University Health and Wellness Service with locations in Harahan and the Lower 9th Ward. In addition to his clinical practice, Dr. Kirchain teaches pharmacy law and regulation at Xavier. He currently serves as the Chair for Public Policy, Louisiana Society of Health-System Pharmacists. He is Steering Committee member for the Ochsner Xavier Institute for Health Equity, a member of the New Orleans Medical Reserve Corps, consultant to the New Orleans Health Department, the Congregational Wellness Program of Baptist Community Ministries and LA CEAL CONNECT demonstration project. He received his bachelor's degree in Pharmacy from the University of Florida, Gainesville, his doctor of pharmacy degree from the Medical University of South Carolina, Charleston and completed his pharmacy residency at the Los Angeles County - University of Southern California Medical Center. 

 

 

 

 


Andy Kwong, Pharm.D.

While studying during his undergraduate degree, Andy thought he would become a clinical lab scientists (CLS) initially, but his research professor actually pushed him to either go into a master's, PhD, or even other careers as well. During the time Andy started working at CVS, he remembered how he highly respected the pharmacists who were so knowledgeable about medications and counseled patients about their medications all the time. Andy did a little more research and started listening to a podcast about other careers in pharmacy and that's when he decided to go to pharmacy school to do clinical pharmacy. During his time at the University of Colorado, Andy was determined to intern at a hospital while studying pharmacy there. I remembered applying to hospitals in the area for about 6 months before he landed a job at HCA Presbyterian St. Luke's Medical Center/Rocky Mountain Children's Hospital. Andy was happy to have received some experience while in school so he could apply what he learned in the operational side of pharmacy. During his clinical rotations, Andy knew he's always wanted to help people either directly or indirectly and it felt like the right path to assist his fellow clinicians when it comes to drug therapy. Andy is happy to be a part of the multidisciplinary team at Touro Infirmary and hope to continue to learn from his fellow clinicians and greatly improve patient care. 

 


Anne P LaVance, BS, CPhT

 

Anne is the Director of the Delgado Community College Pharmacy Technician program. She has been a Pharmacy Technician Instructor for over 24 years. Anne's academic history includes pre-pharmacy and pre-med curriculums at Massachusetts College of Pharmacy and University of Arizona. She completed her Pharmacy Technician Training at Pima Community College in Tucson, AZ and has been a certified Technician since 1998. Anne h as served on Executive Boards of LSHP and the Pharmacy Technician Educators Council (PTEC). She was an invited guest to participate in the 2018 Pharmacy Technician Stakeholder Consensus Conference. She has served as an ASHP Accreditation Guest Surveyor for Pharmacy Technician programs and has contributed as a content expert editor to many textbooks for Pharmacy Technician's and Pharmacology and is currently co-authoring on OER Intro to Pharmacology textbook for LOUIS: The Louisiana Library Network. 

 

Thomas Maestri, Pharm.D., BCPP

Dr. Maestri is a native of New Orleans and a  grad of Xavier University of Louisiana (XULA) College of Pharmacy. He is one of only four board certified psychiatric clinical pharmacy specialists (BCPP) in Louisiana. He currently

serves as a Clinical Associate Professor at the Xavier University of LA College of Pharmacy and holds a gratis appointment as Clinical Associate Professor of Psychiatry at the LSU Health Sciences Center Department of Psychiatry. In his role, he offers didactic, research, and experiential learning opportunities to Xavier College of Pharmacy, students, pharmacy residents, LSU Psychiatry residents, Tulane Psychiatry residents, and XULA physician's assistant program students. His educational focus is on pharmacologic treatment of mental health and addictive disorders as well as pharmacy ethics. His current practice site is in consult addiction and psychiatry services at Ochsner Medical Center. He also offers community outreach by providing harm reduction services such as naloxone distribution, lockable pill bottles, drug deactivation kits, and would care as a means of combatting the opioid epidemic and promoting safe practices in medication use to the community.

 


Matthew Malachowski, Pharm.D., MHA, BCPS

Matthew Malachowski, PharmD., MHA, BCPS is the System AVP for Population Health and Ambulatory Care at Ochsner Health with headquarters in New Orleans, Louisiana. Dr. Malachowski serves as the Co-Chair for the Vaccine Subcommittee and the Ambulatory Subcommittee of the Ochsner Health Pharmacy and Therapeutics committee.  He serves on the Performance and Operations Committee of the Ochsner Health Network, the Ochsner Health Accountable Care Organization. Dr. Malachowski has oversight of the Ochsner Health Primary Care Pharmacy Team and collaborates with Information Services and the Pharmacy Care Department to innovate solutions to tomorrow's patient care problems. He has responsibility for the Ambulatory Clinical Pharmacists imbedded in the outpatient physician clinics and enjoys developing Advanced Care teams. Dr. Malachowski is a member of the Pharmacy Times Editorial Advisory Board. Dr. Malachowski completed a Masters in Healthcare Administration at the University of Alabama in Birmingham in 2020, his residency at UAB Hospital in 2007 and graduated from pharmacy school at the University of Rhode Island in 2006. 


Matt Martin, Pharm.D., BCSCP

Matt Martin, PharmD, BCSCP, is Vice President of Clinical Services at PCCA. He obtained a degree in chemistry at Morehead State University in 2002 and earned his PharmD from the University of Kentucky College of Pharmacy in 2006. After serving patients for eight years through compounding in practice, he joined PCCA in 2014. In 2011, he achieved board certification in sterile compounding preparations. Matt is passionate about quality in all compounding settings and the importance of regulatory compliance and is a frequent speaker at national conferences on quality and compliance. He has served on several board of pharmacy committees as well as on the board of directors for local, state and national pharmacy organizations. 

 

Heather Maturin, Pharm.D., MBA

Heather Maturin, PharmD, MBA, received her Doctor of Pharmacy degree from the University of Louisiana at Monroe in 2008 and earned her Master of Business Administration (MBA) from Louisiana State University in Shreveport in 2024. With over 16 years of experience in the pharmacy field, she has spent the past 10 years as the Regional Director of Pharmacy at Ochsner Medical Center in Baton Rouge. In her current role, Heather leads pharmacy operations across multiple locations, focusing on enhancing patient care and optimizing pharmacy services. Her combination of clinical and business expertise allows her to effectively manage pharmacy departments while driving improvements in healthcare delivery and patient safety.


Paul Menasco, Pharm.D.

Paul Menasco, Pharm.D, is a native New Orleanian. He attended Xavier University of Louisiana earning a Bachelor of Science degree in Pharmacy in 1989. He returned to Xavier to earn his Doctor of Pharmacy (PharmD) degree in 1999. He worked for Tenet Healthcare as Pharmacy Director at St. Charles General Hospital in New Orleans, LA, Doctor’s Hospital of Jefferson in Metairie, LA, and Meadowcrest Hospital in Gretna, LA  before accepting a position at Ochsner in 2006 as Pharmacy Director at Ochsner Medical Center West Bank in Gretna, LA. He has worked with Ochsner Health for the past 19 years and as of May 2020, became Ochsner’s System Accreditation and Regulation Compliance Pharmacist. Among Paul’s many accomplishments, he successfully introduced a RCRA (hazardous pharmaceutical) waste management program in 2010 and collaborated with the Manager of Regulatory and Environmental Safety to prepare, position and implement key aspects of USP797 and 800,. In this role, he brings to bear his 25 years’ experience and expansive knowledge base of pharmacy rules and regulations to ensure ongoing regulatory readiness for Ochsner Health’s pharmacies for The Joint Commission and Board of Pharmacy accreditation, licensing, and standards compliance; review, revise and faciitate policy develoment and adoption and visiting 503B facilities to evaluate their use within Ochsner Health’s sites. In his free time, Paul enjoys swimming and exercising between spending time with his wife Hala and 3 children.


Carrie Patzan, CPhT

 

Carrie is a graduate of United Methodist College in Honduras, where she received degrees in Science and Spanish. Carrie's pharmacy career began at K&B pharmacy as a technician. After ten years, she transitioned to   McKesson Specialty pharmacy. Carrie traveled to Pittsburgh to train specialty pharmacists and technicians. For over the past seventeen years, she has been at Ochsner Medical Center - West Bank campus, with fourteen years as the Pyxis administrator and ten years as the Pharmacy technician supervisor. Carrie oversees five students and nine pharmacy technicians. She ensures appropriate communication, education, and training for her team. Additionally, she collaborates directly with local and system pharmacy and nursing leaders to ensure safe medication practices. Carrie serves on the local Pharmacy and Therapeutics Committee, the System Override Group, and the Medication Process Committee. Carrie is a Lean certified yellow belt, often assisting with various process involvement initiatives. 

 

 


Vickie Powell, BS, PharmD, MS, FASHP, CPEL

Vickie Powell was born in New Orleans Louisiana and received a Bachelor’s of Science in Pharmacy from, Xavier University, New Orleans, Louisiana.  She received a Master of Science degree in Pharmacy Administration from Long Island University, and a PharmD degree from Howard University, Washington DC. She completed the ASHP certificate in Diversity, Equity and Inclusion in 2023, and the Wellness and Resilience Certificate in 2024.

Vickie Powell is the Enterprise Director of Pharmacy for Employee  Engagement, Human Resources and Training and Education at New York-Presbyterian Hospital, ranked among the top 10 in the Nation by U.S. News and World Report with leading specialists in every field of medicine and a staff dedicated to their patients. The Hospital is affiliated with two of the nation’s leading medical colleges: Columbia University College of Physicians and Surgeons and Weill Cornell Medical College. With its academic affiliates, the Hospital shares a commitment to pursuing clinical excellence, engaging in groundbreaking biomedical research, outstanding medical education, and providing prevention and wellness services to the community.

She is a past president of the New York City Society of Health-System Pharmacists.  She was installed on May 1st, 2009 as the first African-American president of the New York State Council of Health-System Pharmacists.  She has been elected to many positions in the local, state and national American Society of Health System Pharmacists. She was inducted as a Fellow of the American Society of health-System Pharmacists in 2010. She was elected to the Board of Directors for the American Society of Health-System Pharmacists in 2022 and was in the inaugural class of the American Society of Health-System Pharmacists Certified Pharmacy Executive Leaders (CPEL) in 2022.

She is a member of Long Island University College of Pharmacy Alumni Board of Directors.  Vickie was awarded the Distinguished Alumni Award from Long Island University and has received numerous awards for her professional contributions.  She is a guest lecturer at the Touro College of Pharmacy, a Clinical Pharmacy Professor at Long Island University College of Pharmacy and spends time teaching pharmacy students and many other healthcare professionals. 

 Vickie works diligently in her community. She is an active member of Alpha Kappa Alpha Sorority.  She has been an active member of the Abyssinian Baptist Church Health Ministry since 2003.  Vickie believes in the power of mentoring and her motto is “Each One Teach One”.


Alexandre Raymond, PharmD, MS, CHC

Dr. Alexandre Raymond is a graduate of the University of Mississippi, School of Pharmacy. He completed a Health-System Pharmacy Administration and Leadership residency at Wake Forest Baptist Health in Winston-Salem, North Carolina with a Masters of Pharmaceutical Sciences focusing in Health-System Pharmacy Administration from the University of North Carolina at Chapel Hill. He began his post-residency career as an operations supervisor at Ochsner Medical Center in New Orleans. During his time as an operations supervisor, Alex led Ochsner Medical Center-New Orleans’ Drug Diversion Response Team which led to his current role of six years as the corporate Compliance Director for Ochsner Health’s Drug Diversion Prevention and Response network. Alex is an active member in the National Associate of Drug Diversion Investigators and the International Health Facility Diversion Association.

 

 


Lovie Rodgers, Pharm.D., MPH

Dr. Lovie Rodgers earned her Doctor of Pharmacy degree from Xavier University of Louisiana College of Pharmacy in New Orleans, LA. She completed an ASHP-accredited PGY1 Pharmacy Practice Residency at Ochsner Health System in New Orleans, LA. Additionally, she holds a Master of Public Health in Global Community Health Sciences from Tulane University School of Public Health and Tropical Medicine. Dr. Rodgers currently serves as the Pharmacy Academic Success Coach at Xavier University of Louisiana College of Pharmacy. She is also the founder of Crescent City Therapeutics in Kenner, LA. Previously, Dr. Rodgers was the Director of Pharmacy at West Jefferson Medical Center in Marrero, LA, and a full-time Clinical Assistant Professor of Pharmacy Practice at Xavier University College of Pharmacy for six years. She also held the position Lead Clinical Pharmacist for LCMC Healthcare Partners, a population health organization and clinically integrated network serving the great New Orleans area. Dr. Rodgers is an active member of the Louisiana Society of Health-System Pharmacists (LSHP), where she was elected as Board Member at Large-Elect and previously served as the Southeast Chapter President. Her accolades include being named a New Orleans, City Business Woman of the Year Honoree in 2018, a New Orleans Gambit 40 under 40 Honoree in 2013, a Tulane University BIRCWH Scholar, and the Xavier University College of Pharmacy Ambulatory Preceptor of the Year in 2010. She resides in New Orleans, LA, with her husband, Howard Rodgers, and their two sons, Julian and Jackson. 

 


Rose Vilcin, PharmD

 

Rose Vilcin, PharmD is a PGY-1 pharmacy resident at Xavier University, dedicated to advancing care and health equity. Her current research, "Louisiana Community Pharmacist Knowledge and Attitudes Toward Medication-Assisted Treatment (MAT) for Opioid Use Disorder - A Qualitative Study, "explores pharmacist perspectives on addressing the opioid crisis. With a strong interest in chronic disease management, Rose is passionate about bridging healthcare gaps, eliminating health disparities, and advocating for underserved communities. She aims to leverage her clinical experience and research to drive policy changes and improve access to quality healthcare for vulnerable populations.
